What is? EXE4J File Format and How to Open it?

The exe4j Java launcher is a tool used to create executable files, sometimes known as EXE files, for Java applications using the EXE4J file format. It comprises the parameters the exe4j launcher uses, including information on the classpath and the Java Runtime Environment (JRE). Starting Java applications on Windows requires files in the EXE4J format on Windows.
